Not wishing to be a smart A#$& but have you considered Pt Hacking. The old home port.
There were quite a few people from outer sydney that had boats there. They were from The Blue mountains, Picton, Bulli etc. There are no commercial craft to speak of, access to the oceanis only 2 miles from Cronulla, no bars (if west of Burraneer pt.)no industry. Lots of places to see up the river, well two only, South West arm and the Hacking River. You don't have to drive across Sydney to get there.
You can make short ocean journeys to Botany Bay or stay at Jibbon, as Alan Lucas said the best open roadstead anchorage on the east coast. The water is clean, the locals are friendly. Or should that be the locals are clean.
And you'll have a neighbour, Irishwolf, and a few others.
