I clean my mast step up every year and treat the rust. I suggest you cut the rust back, treat it with rust converter and seal it. I have found penetrol aluminum the longest lasting coating. I use a few coats of penetrol and then paint over it with marine enamel. My mast step is still structurally sound but the rust is a pain.
I may replace the mast step next time I get the standing rigging replaced. My rigger said it would probably cost $1500 to $2000 to replace it with an aluminum mast step (supply and fit). He thought I could put it off for another decade but I might flick it before this. He had also replaced them with stainless, but he thought that aluminum was a better choice ( lighter, lasts forever and less chance of galvanic action with the mast).
