All the boats I have sailed on have the bilge pump outlet well above the water line.

I agree. If I had the choice I would have put all the outlets above the cruising water line.
But, putting it lower down means the pump has a lower head and thus more flow.

When I'm cruising under power I can't see how much cooling water is being discharged by the diesel.
But, it means the exhaust is quieter and the exhaust is dispersed by the water.
