Is there any particular reason some Tophats including mine have black masts and booms

Someone painted them.
Originally all I would say just had an anodised mast.

While we’re on the subject of masts, I may need a volunteer to fit a white LED light up top of my mast, i dont have a bosuns chair , how do you run your wiring down the mast and keep it out the way.?

Can't help you with climbing the mast, and I don't have a chair.
Usually, a rigger will run a piece of conduit down the inside of the mast and rivet it in place. The reason for this is that any loose wires will slap on the inside of the mast and make a racket. They'll also run the risk of being worn through by halyards.
The slapping is annoying enough when you're sailing, but worse when you're at a rolly anchor and you want to sleep.....
