Blocked Cockpit Drains

Hi
I just bought a MK1 and have discovered that the cockpit drains have been carefully blocked to the extent that it is almost impossible to see where they were.

Before I embark on remediation does anyone have any idea why this was done?

the only drains now are two bungs at cockpit floor level that actually flood the cockpit if left open.
