My Suzuki DF6 gives similar results perhaps just a bit better but only when I use the correct prop.
If the motor can't develop enough revs, it won't make 6hp so a prop matched to the boat speed and the motor horse power is critical.
Tohatsu have a really good range of props which makes that much easier.
