The instructor said Maritime NSW issued for the first time, a couple of weeks ago, a Maritime Advisory. It was issued as a result of many rescue vessels and aircraft being engaged in a search for a helicopter lost off Port Stephens. With the bad weather the search had to be called off for some time. Rescue services weren't available.
He said if you put to sea you could be fined.

If you put to sea during a maritime advisory situation and you get into trouble requiring rescue, you will be fined? Or will you be fined just because you put to sea, regardless of whether you needed assistance or not?
